Development on CLT Land: Issues and Options

One of the challenges for any new CLT - as well as for existing CLTs - is how the homes the CLT will keep affordable will be made affordable in the first place – i.e., how the land gets into the CLT’s hands; how the structural improvements get built; and who takes the initiative in making this happen. John Davis described a number of options available to CLTs for development on land they own in his 2001 publication, Development without Displacement: Issues and Options in Creating a Community Land Trust.
